You can benefit from APL if you are:
- Tenant .
- Subtenant declared to the owner, if you are under 30 years old or if you are staying with a family host.
There is no minimum age requirement . A minor can therefore receive housing benefit, provided that the lease is signed by their parents.
The rent receipt can be issued in your name. If you are an emancipated minor , the lease must be in your name.
Foreign nationals must have a valid residence permit .
Nationals of the European Union, the European Economic Area and Switzerland do not need a residence permit.
Conditions related to accommodation
The APL only concerns your main residence , occupied at least 8 months per year , except in special cases (professional reason, health or force majeure).
The accommodation must meet the criteria of decency and the minimum occupancy conditions.
It must also be subject to an agreement , that is, be the subject of an agreement between the State and the owner or the managing body.
This is often the case with social housing. Your landlord can confirm whether the property is subsidized.
Conditions related to resources
APL is awarded subject to income requirements , depending on the composition of your household and the location of the accommodation.
The resources taken into account correspond to the last 12 months and are automatically reassessed every 3 months.
Therefore, you do not need to take any action : the Caf or the MSA retrieves the information directly from the tax authorities or Pôle emploi.
What is the procedure for receiving APL (Personalized Housing Assistance)?
The procedure depends on your plan:
- Family allowance fund (Caf) for the general scheme.
- Agricultural social security system (MSA) for the agricultural scheme.
The application is done entirely online .
You will need to provide the following documents:
- A double-sided copy of your identity document (national identity card, passport or birth certificate extract) or valid residence permit.
- Bank account details (RIB, RIP or RICE) in your name.
- Rent certificate completed, dated and signed by your landlord.
How is the APL calculated?
The amount of your housing benefit depends on several criteria:
- The number of dependents in your household.
- Your resources, those of your spouse or of the people who usually live with you.
- The value of your assets (real estate and financial) if it exceeds €30,000 .
- The amount of your rent.

How is the APL paid?
As a general rule, the APL is paid directly to the landlord , who deducts it from the amount of rent to be paid.
It is due from the 1st day of the month following the opening of your rights.

Payments are made on the 5th of each month .
What to do in case of a change in circumstances?
Any change in circumstances (moving, bank details, family situation, etc.) must be declared to the Caf or the MSA .
